The problem

Transport Canada's requirements are precise and awkwardly shaped. Chief Mate asks for twelve months as officer in charge of a navigational watch on vessels of 500 gross tonnage or more — including at least six of those months outside the Great Lakes Basin, on voyages where the extreme ports are more than 500 nautical miles apart.
Miss that nested condition and you find out after you apply. ShipCert does the counting continuously, so you always know which clause is the one holding you back.
